Cloud Migration Project Manager (PM)
Job Description
We are looking for a highly skilled Cloud Migration Project Manager to lead the modernization and migration of GIS-based applications from on-premises to the cloud. As a key member of our development department, you will be responsible for overseeing multiple projects, ensuring seamless migration, and maintaining high-quality deliverables.
Key Responsibilities
- Project Management & Execution Oversight
- Select and manage multiple projects from approximately 50 systems and related initiatives within the development department.
- Oversee project progress, schedules, and resource allocation while identifying and mitigating risks.
- Lead the project across all phases, from proposal and contract to maintenance and operation.
- Cost Management
- Manage overall project budget and ensure operations align with financial plans.
- Develop strategies to maximize cost efficiency and make necessary adjustments when required.
- Report financial status to stakeholders, including customers and senior management, to ensure transparency.
- Deliverable Quality Management
- Define quality standards for project deliverables and ensure they meet these standards through reviews and assessments.
- Quickly implement corrective actions if quality issues arise and promote continuous improvement.
- Conduct post-project quality evaluations and propose enhancements for future projects.
- Proposal & Contract Phase Support
- Gather customer requirements and prepare proposals, cost estimates, and contract negotiations.
- Collaborate with the sales team to support proposal activities and establish the necessary conditions for project initiation.
- Team & Vendor Management
- Coordinate with internal teams and external vendors to ensure deliverable quality and timely completion.
- Manage vendor relations and schedules to facilitate smooth project execution.

- Proven ability to manage vendors and stakeholders effectively.
- Knowledge of Cloud, DevOps and Automation – Intermediate.
Required Qualifications
- Practical experience as a Project Manager (PM).
- Experience in application modernization and cloud migration projects, including stakeholder coordination.
- Knowledge and experience in IT system development projects.
- Business-level English proficiency (spoken and written) for meetings, negotiations, and reporting.
Preferred Qualifications
- Experience in deliverable quality management and review.
- Possession of PMP (Project Management Professional) or similar certification.
- Hands-on experience in implementing and utilizing project management tools.
- Knowledge or experience in GIS (Geographic Information Systems).
- Bilingual capabilities, including native-level or JLPT N1/N2 Japanese and fluent business English
