Data Governance SME (Part-Time)
Job Description
We are looking for an experienced and strategic Data Governance SME to design and implement the data governance framework for a next-generation data lakehouse platform built on Microsoft Fabric. This role is crucial to ensuring the integrity, privacy, and usability of operational and enterprise data in alignment with Philippine regulations, utility-specific business processes, and industry best practices.
You will work cross-functionally with data engineering, IT, compliance, and business teams to define standards for data quality, metadata, access, stewardship, and lifecycle management across the lakehouse environment.
Key Responsibilities
- Develop and implement a comprehensive data governance strategy across the Microsoft Fabric data lakehouse, including structured and unstructured data from operational (e.g., SCADA), billing, and customer service systems.
- Define and enforce standards for data quality, data lineage, metadata management, and classification using tools like Microsoft Purview.
- Lead the creation of a data stewardship framework, assigning data owners and custodians across departments (e.g., engineering, billing, customer care).
- Ensure compliance with the Philippine Data Privacy Act of 2012, DICT guidelines, and water sector regulatory requirements (e.g., LWUA, MWSS reporting).
- Support secure and auditable data access and role-based controls across Power BI, OneLake, and data pipelines.
- Maintain a business glossary, data dictionary, and governance documentation to support self-service analytics and reporting.
- Serve as the liaison between business stakeholders and technical teams to align governance practices with strategic goals and regulatory expectations.
- Lead and facilitate data governance councils, workshops, and training initiatives to embed a culture of data accountability and awareness.
- Track and report on data governance KPIs, including data quality, issue resolution, and compliance readiness.
Required Qualifications
- Bachelor’s or Master’s degree in Information Systems, Data Management, Business Administration, or related field.
- 10+ years of experience in data governance, data quality, master data management, data management, or enterprise data platforms, preferably in regulated or utility sectors.
- Strong understanding of Microsoft Fabric, Microsoft Purview, and Azure Data Lake/Data Factory ecosystems.
- Knowledge of data governance frameworks (e.g., DAMA-DMBOK), metadata management, and data quality tools.
- Familiarity with the Philippine Data Privacy Act, DICT data classification and handling policies, and other applicable public utility regulations.
- Experience working with BI/reporting tools (e.g., Power BI) and data platform teams (data engineers, architects).
Preferred Qualifications
- Certifications such as:
- Certified Data Management Professional (CDMP)
- Microsoft Certified: Azure Data Fundamentals
- Certified Information Privacy Professional (CIPP/C)
- Experience working in public utilities, critical infrastructure, or government-regulated industries.
- Understanding of the unique challenges related to operational data governance, such as sensor/IoT/SCADA data integration into enterprise systems.
- Exposure to data mesh or data product thinking in complex, distributed organizations.
